There is a small restaurant called The Middleton Tavern in the City Dock. It's very old, dating back from 1750, and George Washington, Benjamin Franklin and Thomas Jefferson are said to have dined here. They have great seafood, pasta and western dishes, and the interior mood is very relaxing, with fireplaces and old furniture. A three course menu is around $20, which is a decent price.
