Yes you are right, the airport has a scheduled shuttle, and for a $20 fee they will get you to downtown. But... after several times traveling to Atlanta I realized that the best (the cheapest) way is by rail line, the ticket is $1.75 and only in 20 minutes you get to downtown area.
