I used to access my e-mails for free, from the Harold Washington Library Center, its a grand building on 400 S State St, if you want to ask more information, you need to call at 312 747 4300. I know one more place where you might use internet for 6 $ per hour, that is Hostelling International Chicago on 24 E Congress Parkway, tel 312 360 0300.
