If you want to avoid the taxi, a shuttle is the best way to go to/from the airport. The ticket is $8 and the bus will leave at many destinations downtown. You can also get a shuttle from downtown to the airport, there are plenty of them around the hotels or touristy areas. The city bus is an option too if you don't have too many luggage, but if you, it will be a pain in the back because buses start to get crowded at some point.
