I know this hostel I stayed once when I travelled to Philly. It's called Bank Street hostel and is of course on Bank street. I's actually the cheapest place I manage to find in this city, I only had to pay 20 $ a night for a place in a dorm there. They even had laundry facilities and internet access for that.
