There are many companies renting bikes in San Diego. The one i used to go to most often was the San Diego Bike Shop onColumbia street. Another good option, still under 20 $ a day, is the bikes and Beyond on First street. For organized biking tours go to Bicycling west, cause they organize the Rosarito Ensenada 50 mile byke tour
