I'm not sure about the timing, I mean during the film festival, but I know this really cheap place and staying there is an experience in itself. I was backpacking this summer and I stayed at the Green Tortois Guest House on 2nd avenue, and boy, did I have a good time. Didn't get to sleep much cause it seemed everyone was partying there all the time. And I only paid 20$ for a bed in a dorm.
