Not that I have dined at all restaurants in town, not even half, but I can say without hesitation that one of the finest restaurants in Seattle is the Campagne. And not because it is expensive - dining there can easily set you back 100 $, but because it has one of the most colourful French menus I have ever seen. It's on Pine street, and requires reservations
